Estonia concludes bids for tender on ammunition manufacturing

Thursday was the deadline for proposals in a selective bid for tenders that was organised by the Estonian Centre for Defence Investments (RKIK) to find a manufacturer of munitions at the Ämari military base.

The terms of the bid for tenders say that production must begin no later than during the first half of 2025.

The company which wins the selective tender will have access to an area with approximately 8,900 m2, including seven warehouses at the base.  Requirements including making use of the object for five years to manufacture ammunition and munitions containing explosives.  The bidder must present permits for such work, and the costs of the work will be born by the winner of the tender.

The Estonian Defence Ministry has been working on a defence industry park at Ämari, and the work will continue for another few years.  Because of the area’s spatial plan and scale, however, the territory is already right for the production of munitions.

“The infrastructure at Ämari already satisfies security and safety requirements, so there’s no need to develop anything from scratch,” said Katri Raudsepp, deputy director general of RKIK, back when the bid for tenders was announced.

Raudsepp added that representatives of Estonia’s defence industry have indicated a clear interest in expanding their businesses and taking part in the bid for tenders.

60% of the overall score for the tender will be based on a detailed plan of action from each bidder.  Other criteria will include the company’s turnover, the extent to which Estonia’s defence forces need the product that is on offer, the contractual coverage of the product, and the usage fee for the use of state-owned property.  A committee of six members will now evaluate all of the submissions.
