Estonian Central Criminal Police to be headed by Leho Laur

Leho Laur, who previously headed the economic crime bureau of the Estonian Central Criminal Police, will start work as chief of the Central Criminal Police.

According to Egert Belitšev, director general of the Police and Border Guard Board (PPA), Laur’s strengths were his leadership ability as well as his long experience and good results in various areas of criminal police work.

“Leho Laur is a strong leader who has risen up from among the criminal police and has the support of the team. Over the years, he has worked in the fight against both drug and organized crime, and in recent years he has successfully led the work of the police in preventing white-collar crime. He also has experience from the development side. His values and experience together provide the best prerequisites for success both as a leader of the Central Criminal Police and as a member of the top management of the PPA,” the PPA chief said.

According to Laur, crime is changing in Estonia and in the wider world.

“Estonia is very safe and the fight against organized crime has borne fruit, but changes are taking place in crime that the police must prevent. The proportion of white-collar crime is increasing and it is interwoven with organized crime, and we see that criminals are trying to conduct their activities under the guise of business. The fight against white-collar crime creates the conditions for the economy to do well and for fair competition to be ensured. In the Central Criminal Police, we are consistently working with our international partners, because criminal trends are similar in the European Union and also around the world,” Laur said.

Leho Laur has graduated from the University of Tartu with a law degree and is in the process of obtaining a master’s degree from TalTech’s School of Business and Governance. He started police work 27 years ago and has worked in various positions in the criminal police, mostly in the investigation of drug and organized crimes. In 2018, he took over as head of the economic crime bureau of the Central Criminal Police.
