Lithuania to help with restoration of Bucha, Borodyanka in Ukraine

Lithuania has developed an interactive 3D platform that will help to rebuild the Ukrainian cities of Bucha and Borodyanka, both of which were heavily damaged by Russian attacks. The platform will assess damage that was caused and simulate the reconstruction of the two cities.

Tomas Gulbinas, director of the Ukraine programme at the Constitution Sector Development Agency, told a news conference on Friday that the digital tool will help the cities to plan reconstruction in a very precise and rapid way.

“The digital twin cities are beginning their work,” he said. “That makes it much easier to engage in urban regeneration and developmental planning. The tool is very precise. These plans are no longer based on guesswork, because the planning is very explicit.”

The project cost is EUR 426,000, and the agency is pursuing it in partnership with ID Vilnius, which is a data centre. Half of the money is coming from Lithuania’s Fund for Development Co-operation and Humanitarian Aid, while the other half is coming from Taiwan.

Gulbinas says that the tool will allow architects to plan reconstruction of specific parts of the town without having to conduct an on-site inspection. The city’s digital image from a specific perspective will be available, and that will save much time.

The CSDA will present the digital tool in Ukraine next week and begin training of the relevant professionals. The tool will be free of charge for these and other municipalities in Ukraine.

The war caused EUR 190 million worth of damage in Bucha and EUR 140 million in Borodyanka. Bucha had a population of more than 42,000 before the war. 185 buildings have been destroyed, while another 2,500 have been damaged to a greater or lesser degree. 144 buildings have been completely destroyed in Borodyanka, and another 1,500 have been damaged.
