The trolleybus tender was won by the major manufacturer Škoda Group

Aktsiaselts Tallinna Linnatransport announces that the winner of the trolleybus tender, announced in the second half of the summer, is the long-established major manufacturer Škoda Group. As a result of the tender, trolleybuses will be produced that can be used in areas without overhead lines, thus ensuring a more flexible and efficient service of the network. The tender includes the procurement of twenty-two 18-meter and eighteen 12-meter trolleybuses, with an option to purchase an additional 30 trolleybuses.

“When we paused the trolleybus service in its current form, there were many opinions suggesting that this mode of transport would never return. Now we can confirm that the trolleybus is coming back, as promised, and even grander than ever before, as in addition to completely new rolling stock, the entire trolleybus infrastructure will be modernized. Now that the winner of the tender has been determined, we will begin preparations and set the delivery schedule. We have already started dismantling the existing trolleybus network infrastructure in Tallinn, where certain city areas are being prepared for the transition to a trolleybus system without overhead lines, while in other areas, the existing overhead line network is being modernized. This is an important step that will help make the Tallinn’s public transport network much more flexible and efficient,” commented Deputy Mayor of Tallinn Kristjan Järvan.

Tallinn Mayor Jevgeni Ossinovski commented: “We need to change the way we move every day and make use of more sustainable modes of transport. In a growing city, reducing car dependence is unavoidable, as every additional car on our streets worsens the living environment by causing traffic jams, noise, dust, and air pollution. Of course, we must develop fast and convenient public transport to bring about this change. The procurement of new trolleybuses is part of a broader vision for prioritizing public transport, for which we foresee more than 100 million euros in the coming years,” explained the mayor. “Trolleybuses have great potential to expand their reach to other parts of the city. In addition to trolleybuses, we are also procuring new biogas buses, and by 2029, we will build two new tram lines.”

“Škoda’s trolleybuses have already proven themselves as a reliable and sustainable transport solution in many European cities, and we are confident that the residents of Tallinn will be satisfied with our solutions. The first new trolleybuses are expected to arrive in Tallinn in the first half of 2026. The introduction of the new trolleybuses will contribute to the implementation of the Tallinn Mobility Development Plan, supporting sustainable and forward-looking urban transport.
