5 cyclist, pedestrian tunnels to be built under railway in Tallinn

In the next three years, up to five new underpasses for pedestrians and cyclists will be built in Tallinn under the railway.

Currently, the construction of the Tondi grade-separated intersection is underway, which includes the creation of pedestrian and cycling paths that will be at the same level as Tondi Street. The railway will run at a higher level than other traffic. Construction works are scheduled to be completed by the end of the year, the Tallinn city government said in a press release.

A contract has been signed for the construction of a pedestrian and cycle tunnel on Paldiski Road, on which work will begin in the coming months. This is an important trajectory that will connect the bike path to be built on Tehnika Street in the future with the sidewalks and bike paths to be built on Paldiski Road, which will be developed as part of the reconstruction of the Hipodroomi junction.

As the first stage of the construction of a public transport hub next to the Kristiine Keskus mall, pedestrian and cycle tunnels will be built on both sides of Endla Street. The designs for the tunnels are ready, and the city’s Urban Environment and Public Works Department will soon announce a tender to find the builder.

The city is also planning to establish new pedestrian and cycle tunnels on Tartu Road to better connect the Ulemiste area with the city center. The designs for two tunnels and a bridge over Tartu Road are ready.

Deputy Mayor Vladimir Svet described the railway, which bisects neighborhoods and settlements, as a major bottleneck in Tallinn’s pedestrian and cycling infrastructure.

“If we want to motivate people to move more sustainably, we need to create more convenient connections. That’s why we are increasingly focusing on the construction of tunnels at street level in the railway embankment — at Tondi, Paldiski Road, Endla Street, Tartu Road,” the deputy mayor said.

It is planned to use the European Union’s sustainable urban mobility measure for the construction of tunnels in the railway embankment on Endla Street and on Tartu Road.
