Estonian national mobile application to be developed by Net Group

Commissioned by the Estonian Information System Authority (RIA), business and software company Net Group will carry out additional development work of the national mobile application in order to bring public services to the user’s mobile phone.

At the beginning of this year, RIA announced a mini-tender for additional development work on the new national mobile application. It is part of a four-year framework contract with a total of 33 bidders. Nine companies submitted bids in the mini-tender, the authority said.

Taavi Ploompuu, head of RIA’s personal state department, said that the architectural and business decisions concerning the mobile application are made by the RIA team.

“We expect operative work execution and assistance from Net Group. We believe that in cooperation with Net Group we will create an innovative and user-friendly solution that meets the needs and expectations of the user,” Ploompuu added.

According to RIA, the national mobile application is largely based on the already functioning e-state solutions, but allows them to be supplemented with features specific to mobile platforms: speed, location-based services, longer connection session, shorter user journey as well as camera and microphone availability.

The cost of the contract signed with Net Group is 799,900 euros and the works are financed from the European Union’s structural funds. The company has planned 129 days for the duration of the works. The RIA can then assess when the national mobile application will be ready for public use and decide in which stages the services will be opened to users.
